City of Greenwood Tourism Strategy — Come Experience History
The City of Greenwood has released its Tourism Strategy, a five-year framework to guide tourism development, marketing, investment attraction, industry support, and infrastructure planning for Canada's smallest city.
The strategy builds on Greenwood's core strengths: its heritage buildings and living history, Highway 3 location, proximity to trails and natural areas, the Greenwood Museum and Visitor Centre, and its connection to the broader Boundary Country region. It is designed to support local businesses, strengthen the visitor economy, and ensure tourism growth reflects community values and Greenwood's small-town character.
The strategy is organized around five areas of focus:
- Product and Experience Development — self-guided heritage walks, downtown activations, events, and trail-based experiences
- Marketing and Promotion — coordinated digital content, Highway 3 and Boundary Country visibility, and regional partnerships
- Attracting Investment — supporting privately led tourism opportunities appropriate to Greenwood's scale
- Supporting Industry — connecting local businesses and organizations with resources, training, and collaboration opportunities
- Developing Facilities and Infrastructure — improving public spaces, visitor amenities, wayfinding, and downtown readiness
Implementation will involve City Council, City staff, the Tourism Committee, local businesses, non-profit organizations, and regional partners including Boundary Country Tourism, TOTA, Destination BC, and Destination Canada.

2024 Corporate Strategic Plan
The City of Greenwood’s 2024 Corporate Strategic Plan is a clear, forward-looking roadmap that guides Council and staff decisions for the next several years while remaining flexible to evolving community needs.
Developed through a collaborative five-step process involving staff infrastructure assessments, Council priority sessions, and one-on-one meetings, this living document reflects shared commitments to responsible leadership, fiscal accountability, transparency, and positive community engagement.
The plan identifies six strategic priorities:
- Fire Protection – training, recruitment, equipment upgrades, and FireSmart initiatives
- Water Systems – mapping, staged replacement, reservoir completion, and licensing
- Sewage Treatment – capacity expansion, flow monitoring, and lift station upgrades
- Building Infrastructure – centralizing public works, FireSmarting key facilities, and implementing a live asset-management system
- Communications – complete website overhaul (with SEO), town hall sessions, “coffee with council,” real-time governance documents, and a community events calendar
- Governance – transition to eScribe, Official Community Plan completion, bylaw/policy modernization, and FOIPPA-compliant office upgrades
A detailed Action Plan Timeline categorizes initiatives into Short-Term (1–2 years), Medium-Term (3–5 years), and Long-Term (5+ years) goals, ensuring projects are realistic, prioritized, and aligned with available resources and grant opportunities.

2024 Communications Strategy
The City of Greenwood’s first formal Communications Strategy (2024–2028) is a proactive, multi-year roadmap designed to deliver timely, accurate, and transparent information to every resident, stakeholder, business owner, and visitor — regardless of age, location, or preferred platform.
Introduced by Mayor John Bolt and Chief Administrative Officer Dean Trumbley, this living document directly supports the “Communications” strategic priority in the 2024 Corporate Strategic Plan by committing to:
- A complete website rebuild with modern design, improved navigation, SEO, and real-time updates
- Proactive, plain-language communication standards
- Robust and strategic social media presence
- Quarterly print + digital City newsletter
- Regular town hall sessions and “Coffee with Council” opportunities
- Expanded face-to-face engagement
- Comprehensive resident email database and enhanced survey tools
- Clear, consistent branding and messaging
- Measurable goals with annual progress reporting
The strategy includes a full SWOT analysis, detailed communication toolkit, operational objectives, financial considerations, success metrics, and a phased 2024–2028 tactical plan that will be tracked, evaluated, and adjusted annually in collaboration with residents.
